Sorry for being a complete luddite, but is there an expedient way of
whitelisting only a specific subset of sites? I've figured out how to
modify a rather large chunk of the system quickly, but drawing a blank
on this.

The easiest way to do it, is to choose a chrome
'iceweasel-webcnoaddressbar' that has no addressbar.

Soooo please pardon the complete newbie. But to pull this off, it's
needed in effect to recompile for this functionality? Shouldn't this
be the standard noaddressbar flag that should accomplish this? I was
under the impression at least that the noaddressbar flag "should" in
theory should work with the base install from seeing the link below.
I've tried adding that into the USB boot, but doesn't seem to get me
anywhere or was that feature dropped?

Yes, you need to recompile unfortunately.

I can't quite recall the history of this feature. I think the
extension was not packaged as this stage.

I agree that changing the chrome on boot would be a good feature, so
I'll put it on the todo list.
