"noclean" don't work after reboot HDD-instaled webconverger

I made the ISO version on USB. I boot from this USB and Install webconverger on HDD. I give "noclean" parameter, but i steel have a new user home directory after reboot. Is this a bug or a feature? How can I fix this?

Some work needs to go into it. Since the last bug comment, I think we
need to focus on a "install version" rw solution.

This "noclean" mode is only really applicable I feel for Digital
Signage. I feel this mode for kiosk users might deter from the privacy
brand/mission that Webconverger aims for.

I tried to do as in https://github.com/Webconverger/webc/issues/95 , but
i had some problems.
After "dance with tambourines" due to inaccuracies in the documentation to live-boot and bugs in it, i did it.
 
1. The patition name must be "persistence" not "home-rw"
2. Make a new file in the persistence partition named "live-persistence.conf" (not "persistence.conf")
3. Write only one line "/home" into file  "live-persistence.conf".
4. Add the "persistence" (not "persistent") cmdline option.
