web2py wikipedia article update & translation

Hi!

just stumbled across wikipedia article about web2py https://en.wikipedia.org/wiki/Web2py and besides it's a bit outdated, I've found that there is no russian version of web2py on wikipedia, so I've created new article and already translated about 70% of original english article.

If there are some other russian speakers in this group I welcome them to help and finish that article: https://ru.wikipedia.org/wiki/Web2py
