unable to parse csv file web2py

Morning guys, I am encountering this issue for the first time today that is why i am coming before the forum for clarification.

I cant use the web2py admin csv upload button because i get a popup that says unable to parse csv file web2py . I have been researching this issue & apparently there are 2 solutions for both python2 & python3, can someone please with full clarity show me the solutions that work for both python2 & python3?
