Welcome navbar fixes

Hi guys, are you ok If I make some fixes to the welcome navbar? Right
now it looks like the attached image in middle sized screens. I want to
move it to the left and reduce the height.

I'm seeing the same regression after doing a clean install today: http://34.222.129.121/welcome/default/index

I would say either a fix or have a look at commit history to see what broke the layout.
