INP, input delay too long without any logic

Hi, I am facing a puzzling issue
I am not actually testing on mobile, but I am using chrome mobile mode for testing
I turned on mobile mode and tried clicking anywhere on the web page, clicking on links, on text, all of which produce 2xx ms INP (~200ms is for input delay)
When I tried to use performance tab to investigate, there is no processing running during the delay

I am a newbie in web vitals. If there is any silly mistake, please point it out to me, I would be very grateful

(To be honest, I don't even know how to investigate errors in the performance tab)

I think that if you refresh the page after enabling emulation mode, it often (but not always) goes away.
