Only recently launched, WebmasterHub.net provide FREE SEO including a bulk ping service to submit sites, blogs and/or RSS feeds. The bulk ping service uses XML-RPC and the weblogUpdates.ping, or weblogUpdates.extendedPing method if available. The service currently pings around 100 popular directories, but is still evolving.
