It was the content aggregator, not the Met Office.  Testing of the system with strict instructions to the aggregator to not disseminate the alerts - instructions weren't followed.

It should have read 'aggravate' rather than aggregate.
The person or persons that aggravate you with their content.
Worse things happen at sea.
