It was the content aggregator, not the Met Office. Testing of the system with strict instructions to the aggregator to not disseminate the alerts - instructions weren't followed.

It should have read 'aggravate' rather than aggregate.
The person or persons that aggravate you with their content.
Worse things happen at sea.

A content aggregator is an organisation that collects similar content and makes it generally available. In this instance it was MeteoAlarm, which collects Europe-wide severe weather warnings. Other organisations (such as Google and Apple) retrieve warnings from MeteoAlarm and then publish them to their users/consumers (i.e. Android and Iphone users).
