OK, Freddie, thanks for that.  I'm not sure of the exact definition of the tropopause level but I assume your figure is correct.  The change in lapse rate is not large though.

The current surface temperature in Jakutsk is -54°C, the lowest I have seen it in many years' monitoring.

I can remember in the 70s at Heathrow when we plotted many Tephis, some of the northern Canadian ones in the winter had their lowest temperature at the surface. Never did find out where the tropopause was. We never did Siberian ones though.

As I understand it the tropopause  is higher and colder in the tropics than at the poles.

You can use the tool at Tropical Tidbits
to put in a cross-section at 130E for the GFS analysis 12 UTC. This suggests the 'dynamical tropopause' (defined by Potential Vorticity = 2 PVU, dashed contour) is at ~400 hPa  at latitude 62N consistent with Freddie's estimate from the sounding lapse rate. NB also in this section the easterly winds in depth poleward of lat 75N, consistent with the current weakened state of the Stratospheric Polar Vortex.
