City of Corvallis Guidelines for Dogs

The following information is taken directly from the City of Corvallis Parks & Recreation website.  Municipal Codes follow.

If a canine friend or family member needs a fun place to get out and play, Corvallis parks are here to help! Both leash-required and off-leash areas are available. No matter which you choose, please keep in mind:

  • Picking up after your dog is required per Municipal Code 5.03.050.020.04. 
  • Respect other park users by preventing your dog from jumping on, barking at, or otherwise harassing patrons. 
  • Display license, vaccination, and owner contact information tags on your dog's collar. 
  • Because dogs under 4 months old are vulnerable to injury & illness, they are not appropriate for off-leash areas. 
  • Do not bring females "in heat" to off-leash areas. 
  • For safety, do not bring more than 3 dogs per person to an off-leash area. 
  • Do not allow your dog to dig holes on City property. 

Dogs are NOT permitted in these Corvallis parks, even when on leash: 

  • Central Park 
  • Chintimini Park 
  • Franklin Square Park 
  • Lily Park 
  • Washington Park (dogs prohibited in the playground area only, otherwise allowed on leash) 

Dogs may romp off-leash with their owners in the designated off-leash areas of these parks: 

  • Corvallis **Fenced** Dog Park: entire enclosed area at 3rd & B Streets 
  • Bald Hill Park: areas north and west of the barn ONLY 
  • Chip Ross Park: entire park is off-leash 
  • Martin Luther King Jr. Park: open fields south of the multi-modal path, EXCEPT ball fields 
  • Willamette Park: entire park EXCEPT sports fields, playground and shelter areas 
  • Woodland Meadow Park: west side of the park ONLY 
  • Crystal Lake Sports Fields: turf areas from November to March ONLY; dogs must be on leash near the boat ramp 

When taking your dog to an off-leash area, please note:

  • For their safety, make sure your dogs are well trained before taking them to an off-leash park.
  • If your dog has previously displayed dog, human, or wildlife aggression, please do not allow your dog off-leash in ANY Corvallis park. 
  • Only one of Corvallis' off-leash areas is fenced. For everyone's safety (including theirs), only dogs that will respond to voice control and reliably return to you should be allowed off-leash in the non-fenced parks (parking lots are not considered part of the off-leash areas).
  • Because dogs under 4 months old are vulnerable to injury & illness, they are not appropriate for off-leash areas. 
  • Do not bring females "in heat" to off-leash areas. 
  • For safety, do not bring more than 3 dogs per person to an off-leash area.

In all other Corvallis parks, dogs must be leashed and under control.

Municipal Codes related to dogs in the City of Corvallis:


  • 1)

    All dogs, except seeing-eye dogs, whether on leash or otherwise, are hereby prohibited from the following parks:

    a)

    Chintimini Park,

    b)

    Central Park,

    c)

    Franklin Square,

    d)

    Lilly Park, and

    e)

    That portion of Washington Park including the children's play area, bounded by the sidewalk on the west and north sides, 7th Street on the east side, and the adjoining private property on the south side.

    2)

    This prohibition does not apply to those activities approved in writing by the City Manager.

    3)

    A violation of this Section is a Class B Infraction.

5.03.050.080.03 - Open parks.

All parks, except People Parks listed in Section 5.03.050.080.02, whether existing on or acquired after the effective date of this Chapter, are open parks. Dogs are permitted in open parks subject to all other provisions of the Animal Control Section.

1)

Notwithstanding any provision herein to the contrary, dogs are allowed in the following parks in special use areas designated for dogs off-leash as long as the owner is physically present with the dog and the dog is under the owner's control:

a)

Woodland Meadow Park,

b)

Willamette Park,

c)

Dr. Martin Luther King, Jr. Park,

d)

Chip Ross Park, and

e)

Bald Hill Park.

2)

The new areas are to be evaluated one year after implementation. The City will follow up on a suggestion that a volunteer group be formed to help keep clean the dogs off-leash area in Willamette Park, including the loop and sports fields, and to assist the Park and Recreation Department in keeping dog duty stations stocked with small plastic bags.

3)

No dogs (except for service dogs) off-leash shall be permitted on the irrigated fields at Crystal Lake Sports Fields during the period from two weeks prior to the first scheduled event or activity through the last scheduled event or activity of each sports season. Dogs must be on-leash on the multi-modal path during the sports season. Dogs are allowed off-leash on the fields and the multi-modal path during the remainder of the year. At the Crystal Lake Sports Fields Facility, dogs are required to be on-leash at all times in the parking lot and the boat ramp. A violation of this Section is a Class B Infraction.

Hi All-

The off-leash rules for Bald Hill Natural Area are not so clear so I wanted to offer some clarification. There are three different land-owners for the property we tend to think of as “Bald Hill”. The rules for dogs are different based on land ownership.  

While the city of Corvallis owns much of Bald Hill,  the oak savanna / pastures west of the paved trail (north and west of Bald Hill) are owned by Greenbelt Land Trust. And the unpaved trails associated with Greenbelt property are not owned by Greenbelt; they are trail easments owned by Benton County. Dogs are allowed to be off-leash on County easement trails, unless stated otherwise. The three trail easements are Oak Creek Trail, Fitton Green Trail and Lower Mulkey Creek Trail. 

The Oak Creek trail begins at the north end of the paved trail (across from the kiosk at the north parking lot) and passes alongside the Greenbelt pastures. Oak Creek trail continues on to Fitton Green trail, or you can turn onto Lower Mulkey Creek Trail which bisects the Greenbelt pastures and brings you to Bald Hill.  You can view the trails on the Right Trail map  http://therighttrail.org/trails/bald-hill-multi-modal-path

The signage regarding off-leash opportunities at Bald Hill is inadequate. And also confusing because the Greenbelt sign shows a dog on leash :-/
