Policy Proposal on Insurance & Deadline for Compliance for Digital Storytellers

Here are the Proposals for the Insurance & Digital Storytellers deadline for compliance.

Insurance Policy Options:

All Current Options:

• Option 1) Don’t require all programs to pay for insurance (just SPARC and WCTC pay for it), exempt certain programs.
• Option 2) Require all programs to pay for insurance, even double insurance, or you have to spin-off immediately
• Option 3) Consider alternative options for getting insured through external entities (Co-insurance)
• Option 4) Only get Temporary Insurance until a longer term agreement is made (complete, but it does not meet all criteria necessary according to some) (this has already happened, and we have insurance that is not even 1/3rd of what we need to actually cover us. in fact it could be illegal as the insurance my not have been truthful to our program details, and therefore would not count even if we tried to use it.
  
  
  - Option 5) Require all programs submit accurate and lawful information on programs, instructors, and risk so that the correct insurance can be obtained.

I am voting for Option 2, as I believe that all programs under our umbrella should be required to pay for insurance, even if they think they have it from some other external entity. That would be double insurance and they would have to pay for both. If not, they immediately get spun-off. Done

Also I vote for Option 5) which is already our policy, but we need to make it clearer that all programs must provide accurate and lawful information otherwise it is illegal and not compliant and they should be immediately spun-off. DS refused to submit their program details for the insurance and so we do not have the correct information to even get a legal and valid insurance quote.

As far as Digital Storytellers, here are the proposals for giving them deadlines otherwise there is automatic spin-off if we pass this:

Proposal: Give Digital Storytellers until September 25th, 2018 to comply with a minimum of 2 unrelated people on their Leadership Committee, otherwise we will automatically initiate the spin-off process on that date.

Proposal: Give Digital Storytellers until October 1st, 2018 to comply with our new insurance policy and have agreement from their leadership Committee to submit all lawful information regarding their programs, regardless of 3rd parties, and that they agree to pay up to 1/3rd of the cost of the insurance in their budget (possibly around $1,000 maybe more maybe less). If they do not agree to this in writing and in the budget by the deadline, then we will automatically initiate the spin-off process.

It is important that the decision regarding the insurance is made only after the leadership committee complies with the minimum criteria to validate any decision that the leadership committee makes, including the insurance decision.

There is actually a 6th insurance option that Mike suggested. Which is that we automatically raise all program admin fees by 1-2% to cover insurance costs. 

My personal opinion of that option is that it is not fair for programs that are paying 10% or more realistic amounts.  Additionally it brings up a 7th option, as why should programs ONLY cover insurance costs, if they want to pay the actual costs of running the umbrella, then lets cover all costs, not just insurance.

Option 7) Would be force all programs to pay 10% to pay all of the umbrella costs including insurance.

Hi Mel & Heather,

I was thinking of amending this proposal to giving Digital Storytellers 2 weeks for each decision. Since we are taking a while to make the decision, then we can just say that after we make the decision, we give them 2 weeks from the date we notify them to do the 2 people in the leadership committee, and then an additional 2 weeks for the insurance decision. That would give them an entire month to work it all out before the spin-off process would be initiated.

For digital Storytellers it would be 2 weeks.

As far as BAC it could go much quicker. I think patrick said he will move forward this week on the bank account. But I’m ok with Oct 1st with a minor adjustment for establishing as much independence as possible immediately based on what already exists. We will want to make a separate thread for this. Hoping to hear back from Heather soon but I think everything is going ok.

Giving all legal information about the program to get correct and legal quotes.

Programs are covering the costs of their own insurance needs. If a program needs more insurance then it covers a higher cost and burden.

Jay & Mel both vote yes.

Also have agree on the deadline being 2 weeks for each

- Get 2 people on Leadership Committee - 2 weeks from final board vote (after heather agrees) and we send notification - t

- Comply with insurance policy with an approved budget - 2 weeks after leadership committee deadline. 

So the total is 1 month maximum from when we give notification .

Heather Votes Yes.  On all 4 proposals. Oct 1st deadline, Sep 27th for bank account, full insurance option 2, and 2 weeks and 2 weeks .
