Funding Business Grants

Hello, we’re considering funding a business grant to create a commissary/commercial kitchen within our City limits. We’re looking at a variety of different funding mechanisms, but are curious if anyone has used any kind of contractual requirement to warranty that the business will be a going concern for a specific time period. We’re trying to see if there’s a way to protect the City’s investment in case the business ceases operations within just a few months.
