Can any please give me one information.
The attach procedure(Both MM and GMM) in 3G happened when the UE
starts. In my case the CS attach is not happening. Only PS attach is
successful. Moreover the UE is not sending Location Update message to
the NW(SImulator). So i doubt some problem in system information.I want
to know the System information which the UE reads to know about the
location information.Any other suggestion.

I think you'd better refer to TS 24.008 - 4.4.1 , 4.4.3 and TS 25.331.
In SIB 1, cn-DomainSysInfoList - cn-Type gsm-MAP decides ATT value.
If the UE read that element as 01, LU procedure will be performed.
For more detail, please try to find that on some 3GPP specifications.
