New version of TNoodle (0.8.2)

Here's what's changed since 0.8.1: https://github.com/cubing/tnoodle/compare/v0.8.1...master (fixes for https://github.com/cubing/tnoodle/issues/165 and https://github.com/cubing/tnoodle/issues/167). I would like to see this version of tnoodle become official as soon as possible. I've given it the standard, generate-one-round-of-every-event test, which worked.

Again, big thanks to Tim M. for pointing out the two issues.

On the regulations page we see version 0.8.1.
On the main page we see an announcement for version 0.8.0.

If you run 0.8.1 right now, it should prompt you to update to 0.8.2
(available at https://www.worldcubeassociation.org/regulations/scrambles/tnoodle/TNoodle-WCA-0.8.2.jar
).
I'l push through the necessary changes and announcements right now.
