Strengthen Pro-Poor Advocacies of CSOs
Dear Colleagues :
Greetings of Peace!
Civil
Society Organizations in the Philippines have been active in calling for
effective and efficient use of
public funds that are allocated and spent
through the national budget.
Partly
in response, the government has made notable efforts of preparing budget
analyses and using them
to influence resource allocation decisions.
Increased
access to expenditure data creates opportunities for CSOs to engage in a wider
range of budget issues, but by their own admission, CSOs’ analytical capacity
to take advantage of the expanded opportunities to participate in informed
dialogue on budgetary priorities and impacts.
Instead of basing their positions on objective analysis and evidence,
many CSOs tend to formulate their views
on the basis of ideology or limited
information and analysis.
The Strategic Support Fund for Budget Transparency (SSBTF) is
a small program of funding for CSOs intended to
(i) provide opportunities for qualified CSOs to engage in producing analysis and evidenced-based policy proposals;
(ii) strengthen their analytical capabilities through learn-by-doing and through coaching by recognized local experts;
and (iii) stimulate interest among other CSOs to participate in future forums based on their own evidence-based analysis through the conduct of an empirical analysis of the government budget from a pro-poor perspective.
The ANSA-EAP thus invites Civil Society Organizations (CSO) to submit analytical research proposals that contributes to the evidence-based and strategically focused advocacies for budget transparency of pro- poor programs and policies.
