Packard crosswalk enforcement

It is very hard to get safely across the two crosswalks across Packard south of Buhr Park. Although this applies to a lot of crosswalks in the city, these are two of the worst i have experienced .  It's especially when there is a lot of traffic, but at other times too.  Even with the lights blinking and me sticking my bike wheel into the lane of traffic, cars often continue to whiz by.  How can we get the city to start enforcing the crosswalks law, get some police out there and start ticketing drivers?  Maybe others would get the word.  Thank you.
