All,

The city has been ignoring this problem forever.  Apparently Council actually wants to deal with it.  Report blocked bike lanes (presumably people driving in bike lanes will eventually be interesting to them too!) to A2fixit and/or the "AAPD CAD" - maybe the community standards department?  Community Standards at 734.794.6942

Thanks for sharing the story!
Here is the dashboard showing the locations of the citations and reports that I find interesting.
https://analytics.a2gov.org/superset/dashboard/bike-lane-obstructions/

Public Safety reached out earlier this year seeking feedback for the "Enforcement Plan".
I've also had what felt like success in using the online form, to report related concerns.

I dunno, Kirk.  This article says city is "ticketing" and I know the City Administrator report says they are issuing "citations" for illegal lane blockages.  But SeeClickFix responses say they just send "warning letters."

This isn't just a semantic issue.  Me, I ignore letters at time but never citations.  The City need.s to clarify what they actually do.  If they are just sending warning letters I'd say no one is taking this seriously yet
