Miller Ave two-way cycle track resolution at tonight's(11/18) City Council meeting

This is the first cycle track outside of the downtown and is on a Tier 1 corridor (meaning high priority/high crash corridor). Staff is prioritizing bike safety along this corridor and exploring all the options thoroughly, to see this corridor seamlessly connected to the DDA facilities. It's using ARPA funds, which must be obligated by the end of the year, so it's very time sensitive. The new design speed for the corridor is 25mph. So posted speed limits will be reduced from 35 to 25! If this design were not approved, the status quo would go back after reconstruction. Unprotected bike lanes and travel speeds of 35mph +
As noted in the staff memo provided this week, "The design follows the NACTO guidelines for All Ages and Abilities Bikeways. Staff evaluated the possibility of installing same direction protected, raised cycle lanes, and shared use paths but found these options infeasible without a full reconstruction of the entire Miller Ave. corridor. The protected two-way cycle track can be implemented within the current street footprint; the design also continues the existing cycle track on the corridor east of First St." The bikes lanes will be separated with recycled rubber curbing and vertical upright elements. The project will also address long-standing concerns with speeding on this corridor with several traffic calming elements: lane narrowing, raised islands, centerline hardening, and speed tables. This will be the city's first all ages, all abilities bike facility that connects a neighborhood outside of the DDA to the downtown.
