Referral to computer / phone forensic expert

A colleague is looking for a computer / phone forensic expert who can extract data from a phone by physically removing the phone microchips and getting data from them (versus using software like cellebrite). Recommendations for experts who do this work would be highly appreciated.

In this vein: What app do folks use to extract text messages from phones these days? 

An app that doesn't require taking out the hardware, just downloading it onto the phone and exporting the data into a format that preserved the date and phone numbers.
