Password file not working after upgrade

I recently upgraded my server from 4.7 to 4.13 via a full reinstall & restore from backup, and while it is properly receiving alerts from my agents, attempting to upgrade the clients via the API failed on the Windows machine I tested. I uninstalled the agent and installed 4.13, and now it is failing to connect to the manager saying the password is incorrect. This is the same password file, at /var/ossec/etc/authd.pass (chown root:wazuh, chmod 0640) on the manager and C:\Program Files (x86)\ossec-agent\authd.pass on the client, that I was using before, and it is in UTF-8 on both ends. Could there be something in the configuration that I'm missing? The only thing I changed in the <auth> section was <use_password>yes</use_password> on the manager, and adding the <enrollment><authorization_pass_path> section on the client.
