is there any reason that IE object has to be static ?? It has to be
accessed statically?

Priya,
An IE object doesn't have to be static if you don't needed to be and is not statically accessed.
IE ie = new IE();
ie.navigate(...);
ie.modalDialog()...
Maybe I didn't understand your question?
