Generally, no! However, you can hurt your back if you are rowing with
poor rowing technique i.e. with poor posture. Rowing is a seated
exercise so you are using your lower back quite a lot, however I feel
rowing can actually strengthen ones lower back as well as ones torso
when done correctly. This can help with some (not all) lower back
problems.
