federal funds per district

Here's a job that should be pretty easy. The census provides an annual
report about how much federal money goes to each district:

http://ftp2.census.gov/govs/cffr/

It'd be nice to have this stuff parsed and aggregated by CD so we can
add it to our district pages. let me know if you want to work on it.
