petition: support EPA disclosure

We haven't actually gotten a chance to do it yet, but one of the
things we've long wanted to do on watchdog is support pollution data.
Unfortunately, it appears the Bush-era Environmental Protection Agency
is trying to weaken the disclosure rules on this data. You can help by
writing to the EPA and asking them to reverse these rules:
