Dear partners and interest holders,
Today represents a landmark moment between public and private partnerships. With the official launch of Oregon’s Recycling Modernization Act, Circular Action Alliance (CAA) is honored to lead the implementation of the first paper and packaging Extended Producer Responsibility (EPR) program in the United States.
This achievement is the result of a lot of hard work, collective leadership, commitment, and vision. I want to thank all the producers who have registered with CAA, the Oregon Department of Environmental Quality (DEQ), local government entities, nongovernmental organizations (NGO), recycling service providers, our talented staff based in Oregon, our national services staff, our expert consulting network, and other interested parties. You all played a critical role in making this program launch possible. Your engagement has laid the foundation for a new era of recycling in the United States that will be easier to navigate, more accessible to communities, and more effective in delivering environmental results.
As the designated Producer Responsibility Organization (PRO) for Oregon, CAA Oregon has been entrusted with turning the goals of the Recycling Modernization Act into an actionable program plan. This means helping producers meet their obligations while working closely with municipalities, the recycling industry and many other interest holders to build a better system for everyone.
