Hi Marv,

Stratford, North Warwickshire and Rugby's planning applications are on http://www.planningalerts.com, and there's a nice little API to access them. It's pretty trivial to build scrapers for the other councils too (depending on how good their planning systems are), so give me a shout if you've got a specific need (I help out from time to time with the development of Planning Alerts)
