Mr. chairman,

Due to the Time-Sensitive Nature of Initiative-83 RCV / Semi-Closed Primaries have been added to the Agenda: 

CHRONOLOGY OF RECENT RANKED CHOICE VOTING (RCV) and SEMI-CLOSED PRIMARY DECISIONS:
1. On July 25, 2023, the DC Board of Elections (DCBOE) approved the so-called "Make all votes count" Initiative 83 to be placed on the 2024 General Election (Presidential) ballot.
2. Initiative 83 would allow independent/non-party affiliated candidates to run in the June 2024 Primaries, thereby altering the political foundation of the DC Democratic Party and diluting the vote.
3. On August 1, 2023, Attorney Johnny Barnes filed a brief in opposition to the DCBOE decision in the DC Superior Court on behalf of the District of Columbia Democratic Party (DCDSC), chaired by Charles Wilson.
4. The DCDSC brief is on the DC Superior Court calendar for November 3, 2023.
5. The DC Office of the Chief Financial Officer determined that Initiative 83 would require a minimum of $1.5 million to implement.
6. Council Chairman Mendelson and Councilmember-at-Large Anita Bonds introduced the "Initiative Amendment Act of 2023," which reinforces the Home Rule Charter principle that the Council - not the DCBOE should determine appropriations.
