I am pleased to report that last night the State Board of Education approved final regulations that will enable District schools to implement competency-based education. This would not have been possible without the hard work of the 25 members of the High School Credit Flexibility Task Force or its chair, Laura Wilson Phelan. 

Of the original recommendation of the task force, three of four were approved: An application based waiver system for schools to create competency-based courses, changes to the timing of Algebra I to allow schools to better prepare students and a reporting requirement to ensure that competently-based courses are effective and beneficial. A provision on credit for assessments was reserved by OSSE and will be considered through a larger conversation on graduation requirements.
