Good evening, 

Today the Ward 1 Redistricting Task Force submitted its final recommended map to the Council Subcommittee on Redistricting (comprised of Councilmembers Silverman, Bonds, and Henderson). Attached is the final recommendation with SMD boundaries, detail by ANC, and .plan file. It has also been shared on the public redistricting tool at https://dcredistricting.esriemcs.com/redistricting/.  

This map was approved by a 9-0 vote on 3/31/2022, with leave for technical amendments. Roll call, vote, and amendments proposed by members are attached as well. 

Under direction of the Task Force co-chairs and with consent from members, two sets of technical amendments were made between final vote and submission: 

The first set of technical amendments made adjustments to to the 1C SMD boundaries, accounting for the change that was approved to the commission’s southeastern boundary by the Task Force. These were worked out with input from Task Force representatives of present-day ANC 1C, led by Co-Chair Glover. 

These adjustments aim to achieve greater SMD compactness, and to reflect the expressed intent of the task force, where there was a clear articulation that active/high-workload commercial corridors be divided up amongst SMDs to the maximum extent possible (this was not properly reflected in the finalist map):

The adjustment furthers that intent the while remaining a viable SMD map. Additionally, it nods to the concept of Adams Morgan being comprised of “quadrants” (e.g. Lanier, Reed-Cooke, Washington Heights, Kalorama); this was discussed at points during the task force process, though not voted on, so it is worthy of consideration even if it is not as clear a signifier on which to make technical changes.

The second set of technical amendments make adjustments to SMDs within the recommended ANC 1B -- 1B02, 1B03, 1B04, 1B08, and 1B09, specifically. These adjustments improve overall compactness and contiguity of districts while retaining the overall core of each SMD.

The final written report will be transmitted to Council on April 3, 2022. As a reminder, the maps presented by the Task Force are recommendations, and will serve as the basis for the draft print of the ANC redistricting bill. The Council will hold its own hearings for consideration of all ANC maps, with public hearings scheduled for April 7 and April 28, 2022 (links include instructions to sign up to testify). 

  • The Subcommittee will mark up the ANC redistricting bill on or around May 18 (this date might change).
  • We anticipate that the Committee of the Whole will hold a markup and the Council will consider the consider the bill on first reading on May 24.
  • On June 7, we expect that the Council will consider the bill on final reading and a 90-day emergency version to take effect on an expedited basis, so that the new boundaries can be used in the November 2022 election.

Please submit any final dissents if you have not already done so as soon as possible, and no later than 11:59 (they were supposed up to be in by COB today, so if we do not see them shortly, they will not be included.

We must submit the final report by tomorrow (April 3rd).
