Relaxed ARC 2 WARC

Hi List,

While converting old ARC files to WARC, we found thousands of them
with invalid
records (missing MIME-Type or invalid timestamp).

We decided to build a relaxed version of the ARC FSM (misc/afsmhdl.c)
to handle these cases.
So to benefit from that, just type the follwoing :

$ cd warc-tools-read-only
$ cp -f misc/afsmhdl.c lib/private/

And that's it.

Rebuild everything:
$ make && make python && make ruby
