Project charter and 1.0

Hi all,

as lead of the Wapama project,

I will try to put together a project charter later this week.

One important part of the charter will be the part which committers and PMC play in electing builds as releases.

I will open a vote for this week over a particular build of Wapama, to be voted our first public release.
