Cant connect remotly unless a user is logged in

Problem: user not in office, I need to review the stats page remotely, however when i put in the http://vcomputername:57824/stats it will say that it can't connect, but then if i go login to the machine, I can then connect to it remotely.  Is this a known problem?  If so, is there a fix or work around other than logging into the machine?

Wamon monitor service is a windows process that starts only after a user logs in to his computer, just like most processes you may find in your computer.

Something that will help, is to make all the processes start before the user is even logged in, thus, Wamon will be available even if the user is not logged in. This may help:

But of course, Wamon will never work if the station is turned off.
