lost chihuahua?

This is the dog that Melaine and I saw running down Midgard yesterday. Does anyone know who it belongs to? See photo attached. 

Apparently the folks who got it to safety blacked out the collar in order to make sure the rightful owner identifies it.

It was in the south alley parallel to como yesterday at 4;45 pm.  Could not get it to come to me to ck tag
