I am currently creating a windows form application that needs to open autocad .I have done it for Autocad 2014.Is there any way we can do this task workable not just for single version but for any version.In addition to this I have created dll for 2014 which worked fine.By altering the references acmgd.dll and acdbmgd.dll i got it worked on 2007 too.Is there any way except this to create a dll orking in all version.Thanks in advance.
If you go with #1, the best way is via late-binding, so you don't have any reference on your app (don't use AcMgd, AcDbMgd or AcCoreMgd, use only the Autodesk.AutoCAD.Interop libraries). For #2 you'll need all three references (as the console is available since version 2013). For #3 you just need to call a webservice, so no Autodesk reference at all (cleanest).
For your second question, you'll need to compile your application twice, at least: for AutoCAD 2012 and older, and again for AutoCAD 2013 and newer. The first with AcMgd and AcDbMgd, and the second just add AcCoreMgd.

If you still have an old PC running AutoCAD2014 you can keep using it forever or for as long as that lasts. Also check out this tip from another user for an alternative, it may or may not work (I did not try it)

TLDR summary: You paid for the product. But not for support, not free downloads forever either. You are responsible yourself for keeping your old system going nd maintaining copies of the installers too. Autodesk did not promise much more. Sorry. Not much we end user griping about it will change the realities above.

If you find Autodesk software subscriptions too expensive, there are many other CAD packages out there with no subscription options (initial cost may still be comparably high) that you can go get and use.
When you say nothing happens, do you mean you double-click the "AutoCAD LT 2000" shortcut after completing installation and nothing opens? If that is the case, I have not run into this. I would try right-clicking the shortcut, then "Compatibility" tab, and check the box, "Run this program in compatibility mode for:" and try different versions of windows.
Interestingly, mine works fine with or without compatibility mode, except printing. When I want to print I need to put it in capability mode or I get an error when opening a paper space tab. (I normally operate NOT in compatibility mode because I use AutoHotkey for some helper macros while drawing, and autohotkey does not seem to function when AutoCAD is run in compatibility mode. Probably more information than needed, but that is why I use both modes.)
