how best to implement rows with columns of content

I'm thinking streamfield, can i create custom streamfield elements?

Essentially i want to have a block (or row) of content that may have any of the following:
- [2 col] [2 col]
- [1 col] [3 col]
- [3 col] [1 col]

- [4 columns] 

each square braces represents an item of content eg, title, text, image.

I'm hoping i can group content to fit a specific template type.
