Avoid reboot to refresh config

why https://github.com/ExpediaGroup/waggle-dance/issues/42 was closed? there are other problem? if we changed confg frequently, i think make it refresh config which will be more friendly?

We decided to let the systems controlling WaggleDance deal with this instead - i.e. Kubernetes etc. which would roll out a config change and restart all the nodes. Having WaggleDance communicate a config change across multiple notes was deemed to be too much effort given there are so many other ways to achieve this. Having said that, it might be worth looking at using features in Spring which allow one to modify certain config changes in the config files without requiring a restart. That could at least allow each node to refresh its local state if the config file changes as opposed to having the nodes share a distributed config which was the earlier suggestion.
