Good to see there is action at last on a fuel emergency plan for WA.
STCWA (www.STCWA.org.au) has long been advocating this in submissions
e.g. to the draft State Energy Strategy. Such a plan needs to include
tradeable fuel applications managed by a 'Smart Card' attached to all
drivers' licenses. Such a scheme has been put on the table in the UK.
