preserving commit history content of binary files

I recently used windows binary files version of vss2svn, provided by googlecode's HP to convert a VSS repo to subversion. No issue on the migration procedure. The dump file was generated, import procedure run fine and the new svn repo seemed to be working as expected. 

Later, it happened that a user tried to get a pre-migration version of a binary file from the subversion repository. When he tried to do this, he discovered a lack of releases content for this file in between the date this file was added and the last pre-migration commit release. Is seems that during repository conversion only release comments were added to history but not release contents of this file, except for the last pre-migration release. Is it expected ?

I think that in VSS it is possible to tell that "store only latest
version of the file". So, do You have this VSS database still around
so You could check if previous versions were present in there?
