VRRS needs to

Define a balloting process
Define whether or not it will endorse or build a transfer process.
Legal process for releasing control of donated material

From an end user perspective, planning to build an application using a new standard is preceded by reviewing the standard - look at a website, see who has implemented it, see how it works, etc. This suggests that VRRS needs to improve its web presence in order to establish more credibility for the casual observer

I have to admit – I’m a little stumped as to how to proceed from here. The discussion about a server-server communication process, or a client-server-client process, needs to achieve broad consensus before it moves forward. To date, only three software companies have been involved in the scope discussion.
