Problems with uploading VPT8

I have reinstalled this file several times, and it still pops up this message. I am not sure what I should do or the steps to take. As I try to open the application it first says to extract the files to a compressed version, so I did. It gave me the same message. I then tried running it without extracting the files to a compressed file, and still I ran into the same issues. I am using windows-11 software.

You could try to install visual Studio 2013 from the Microsoft site.

I downloaded both Visual studio 2013 and the recent C++ visual studio software, and it still pops up that message.
