I thought everyone might like to see the transcript of VDOE's first
"public comment" hearing on its proposed changes in the state's
special-ed regulations. The hearing was at Halifax County High School
in South Boston, Virginia, on May 12, 2008, and appears to have lasted
for a grand total of twenty minutes.

(I've published it here as a PDF; see "20080512 VDOE Public Hearing"
in the "Files" section.)

Looks to me as if there were only four speakers at the hearing: Wanda
Walker, who identified herself as "a provider of nonprofit community-
based services"; Wyllys VanDerwerker, the president-elect of the
Virginia Council of Administrators of Special Education (VCASE);
Bonnie Bowen, the president of District 13 of the Virginia Education
Association; and Lisa Paxton, a parent.

VanDerwerker's day job is director of special education for the
Lynchburg City Schools. More about his comments in a future post.
