In Nigel's Open Group presentation in April 2009, referring to the
Criminal Justice System case study, he said "A Policy-Event-Content
analysis pattern taken from Supply Chain Logistics could be applied to
the information flows between government departments"

This is presumably justified by an abstract similarity between the PEC
structures of the two systems.

Where do V and T come into this? Were there any parallels between the
value and trust issues in the two systems? How did the value and trust
issues in the CJS affect the design (customization) and implementation
of the supply chain logistics solution for the CJS?
