Votca 1.2.3 released

Dear all,

Votca 1.2.3 was released. It will most likely be the last version of
the Votca 1.2 series as we are working heavily on Votca 1.3. The
1.2.3 release contains mostly installation and AIX improvements and
one bug fix related to wrong entries in r_min for rdf calculations
with r_min > 0.
