Votca 1.6 released

Dear all,

Votca 1.6 was released under the name 'SuperPelagia'.

Many changes happened since 1.5, most importantly we did a major CMake
refactor, integrated more with Eigen3 and added many new features to
xtp.

Due to a lack of developers we will NOT fix any bugs in the previous
Votca releases (1.5.X and below) anymore, so we encourage everyone to
update and use the new version.

Please note that VOTCA 1.6 is incompatible with the latest ctp module.
However, you can still build the latest ctp version following the
instructions at the bottom of
https://github.com/votca/votca/blob/master/README.md.
