This issue also applies for the ctp modules.

With recent release moo/ctp 1.0 will need tools/csg 1.3 and not tools/csg
1.0, which needs to be checked in FindVOTCA_TOOLS.cmake and
FindVOTCA_CSG.cmake.

Once we moved to git, I will roll that into the cmake super build, but I am
not 100% sure we really need exact version matching.
