Request to migrate kubegene as subproject to make better integration

Hi team,

     [kubegene/kubegene](https://github.com/kubegene/kubegene) is a project aiming at making genome sequencing process simple, portable and scalable. And gene is classical high performance computing scenario which volcano should support.

     As [issue1560](https://github.com/volcano-sh/volcano/issues/1560)mentions, we request to migrate kubegene as subproject to provide better support.
