The Citywide Neighborhood Stabilization Overlay District (City
Ordinance No. 180219) and North University Park-Exposition Park-West
Adams Neighborhood Stabilization District (City Ordinance No. 180218)
Ordinances have been approved by the City Council and signed by the
Mayor. These two Ordinances became effective on November 16, 2008.
These ordinances were sometimes referred to by the working titles
including Student Housing Overlay District.

Along with provisions to steer higher density development to the
Figueroa corridor, the intent of these Ordinances is to help stabilize
the historic lower-density residential character of our community.

The Citywide Neighborhood Stabilization Overlay District (City
Ordinance No. 180219) is the enabling ordinance and will allow for
additional stabilization ordinances to be implemented in other
impacted areas of the City. The North University Park-Exposition
Park-West Adams Neighborhood Stabilization District (City Ordinance
No. 180218) Ordinance provides for the Stabilization Ordinance in the
community adjacent to USC.

home page. On the right hand side of the page under Los Angeles City
Clerk Contact, click on Ordinance Search. Enter the Ordinance number
in the box provided and click on search. This will bring up the
complete text of the ordinance.
