LANCC ELECTIONS DECEMBER 6, 2008
This is a reminder that the LANCC elections will be held at our next
meeting on December 6th, 2008.
LANCC Executive Board Election to be held on Saturday, December 6,
2008 - 9:30 a.m. at the monthly LANCC meeting - Hollywood Community
Center, 6501 Fountain, Los Angeles, CA 90028.
Candidates running for the Executive Board are:
President (one position)
Leonard J. Shaffer
Gary Baratta
1st Vice Chair (one position) -- Gary Baratta
Secretary (one position) -- No Candidates
Treasurer (one position) -- Clay McFarland
Election Statement of Leonard J. Shaffer, candidate for LANCC chair. I
have been involved with the neighborhood council movement since the
early exploratory meetings at the Davidson Center at USC. As time went
on I, along with others concluded that by joining together in a city
wide coalition, NCs could fully realize their Charter mandated
advisory role. That is why I joined in the initial efforts to form the
LANCC and why I returned to the chair of the LANCC in 2007. Over the
last year the LANCC has moved forward and made well thought out
changes. We have become more inclusive. We have become more nimble. We
are in the process of becoming more diverse. We are now sought out by
officials and others from the city as place to express new ideas and
present new programs. We have begun a process of growth and maturing
that will take us to the next level as the leader in the citywide NC
community and a force for change within the city itself. There are
more changes and more opportunities for positive involvement and
development that must be met before the job of making the LANCC a
destination for NCs throughout the city is completed. I am pleased
that I have had a hand in starting this process of change and growth.
As chair of the LANCC I will have the opportunity to continue to move
it in the direction I know will be of benefit to all NCs.
Election Statement of Gary Baratta, candidate for LANCC chair.
Delegate to LANCC from Mid Town North Hollywood NC since the inception
of LANCC. Vice President of a Mortgage Financing firm. I have been a
past Vice Chair of the DWP oversight committee. Current chair of the
Planning & Land Use committee MTNHNC. Just reelected to the MTNHNC
after three years on the board. I loaned the seed money for the 501 c
3 UNCOLA non profit and watched as it failed because of a lack of
leadership and a dearth of ideas. I have concrete ideas for how we can
make this endeavor succeed. I have attended over 300 meetings in that
time. I'm experienced in what both works and doesn't work. I have a
considered process for change which I think is sorely needed at the
LANCC. We have seen a drop in involvement since it's inception because
we are more involved in PROCESS than action. The concept of never
taking a stand was flawed from the outset. At the first meeting, Wendy
Greuel Janice Hahn and Dennis Zine advised us that they had supported
the NC system and thought we had grown to the point that WE must now
hold them accountable. That we must stand on our own, band together
and take the next step up if we were to make this exercise in
participatory democracy work. We are a nation of ideas and we need a
more friendly action oriented agenda better suited to our fellow
Angelenos than we now have.
Candidate Statement - Clay McFarland Candidate for LANCC Treasurer I
am self nominating myself as a candidate for Treasurer of the Los
Angeles Neighborhood Council Coalition. I am an accountant, currently
serve as Treasurer of the Lake Balboa NC, and have served as Treasurer
or CFO of various organizations including Not for Profit. Although
there are currently no Funds available to LANCC, I feel that I could
play a role in the future development of LANCC. As an officer I could
assist the other elected officers in outreach and planning the future
of LANCC. I look forward to working with all the delegates to LANCC to
continue the growth of the organization, and assist in making it a
relevant voice of the Los Angeles Neighborhood Councils.
Election Day is Saturday, December 6, 2008 - 9:30 a.m. - Hollywood
Community Center, 6501 Fountain, Los Angeles, CA 90028.
Every candidate will appear on the ballot under the position they are
seeking. Candidate statements will be printed and available on
election day. Candidates will have an opportunity to speak.
Delegate Voting on Election Day
Section 3, Item 3 states: The only requirement for voting at a LANCC
meeting by a delegate is a communication from the President/Chair of
the NC board, to the LANCC Chair or other officer who may be
designated for that purpose, stating the name of the stakeholder that
will represent his/her NC.
The LANCC Secretary has a list of all NCs and their delegates.
All neighborhood councils participating are eligible to vote. Only one
vote per council. It is important for each council to know who their
LANCC delegate is before election day. On election day all voters will
be asked to, sign in on the sign in sheet, "affirm" that they
represent their neighborhood council before the voting takes place.
Ballots will be available with all candidate's names.
Candidate must have a majority vote to win. If there is no majority,
there will be a runoff of the two candidates with the most votes.
Majority vote of the delegates present at the election wins.
Upon completion of the voting on December 6, 2008, the newly elected
officers will immediately take their positions on the LANCC board and
continue the meeting agenda for the day.
