Below is a link to language of Citizens 2006 Annexation Reform Bill, it was killed in Committee.

This bill simply allowed County residents being forcibly annexed by a nearby City, Voting Rights. If this Bill passed, it would allow Idaho's County residents a Voice & Vote in growth issues, taxation and disposition of their Property Rights.
