I've not had time to review the enclosed
Attachments yet and how City of Boise
Officials have handled funds that were largely taken
from County residents under great duress.
Park Impact fees are costly frills and do not cover the very expensive
Infrastructure costs that New-Growth aka [ Forced Annexation ]
requires, to fund schools, sewer, roads, fire & police protection,
etc.
All other States excepting Idaho, charge Impact Fees on new-growth, our of
fairness to 'existing' community taxpayers. Idaho allows Developers to
use Forced Annexation and citizen's Property Tax dollars to subsidize
their private business ventures.
Like most, I'm all for growth, parks and progress, but only when I have a
Voice and Vote in the Government that takes it from me.
Unfortunately Idaho's corporate run State & local governments trumps
old fashioned American values of [By the People, for the People].
Legitimate Annexation Reform will terminate Idaho's current
anti-American Growth and Taxation Laws.

I did not recognize Mr Simmon's forwarded e-mail as a public records request as

The following documents are attached per your

1) Adopted Park Impact Fee Schedule (2006)
2) Budget summary
of Park Impact fee collections & expenditures since inception (As of
1/10/07)).
3) Fee expenditure report dated March 20, 2005. Note: this
report is one time work product generated as part of a special project request
for the Impact Fee Advisory Committee. The City has not produced an update
to this report. Information about individual project expenditures since
3/20/2005 may be requested via City Parks budget and accounting offices.

The adopted Park Impact Fee Ordinance specifies the fee methodology. City
code sections may be reviewed and downloaded from the City's website:

Impact Fee Ordinance is supported by an adopted Park Impact fee methodology
report (84 pages color) and the parks & Recreation Comprehensive Plan.
The Parks Comp Plan is available on line or on disc. Copies of the Fee
Methodology report are available in hard copy or on disc. Please complete
a public records request if you determine you want a disc or hard copy of these
reports.

Dear Mr. Simmons,
We've yet to hear any word from Mr. Selvage,
Parks Planning Manager concerning our December 27th 2006 request for an
accounting of Park Impact Fees collected from City and County residents.
We appreciate your previous statement that no other type Impact Fees are
assessed on new growth.
There is a meeting on growth and Taxation scheduled
tonight and need an accurate accounting of these funds ASAP.

As we discussed on the
phone today, Boise City only has one impact
fee,
a Park Impact Fee. The Park impact fee charge for a single
family
home
is $1,186.90 regardless of the value
of the home. This fee is based
on
a
formula in the City's Impact Fee Ordinance (Chapter 4-12 of the
Boise
Municipal Code, available on the City's Clerk's
website).
The Parks Department can provide more
detailed information on the
impact fee formula and how the
money is spent. I am copying this
e-mail
to David Selvage of the Parks Department for his response to you.
Since the City has no other impact fees for any of
the other
services
you listed, I cannot provide
any of the chart comparison information
you
have
requested.
You could contact ACHD for information on
their streets impact fee
program.
